This program consisted of a number of transportation improvement projects, including construction of new track, new station and maintenance facilities, and enhancements of right-of-way, electrification, operational capacity, and customer service. The largest among the capital projects was the $184-million CTX project, which involved constructing 17 miles of new and rehabilitated track, new track alignments, a centralized traffic control signaling system, major station improvements, and new station construction.

Services Provided: The Allen Group provided construction management services, including review of contractor submittals and work plans, response to contractor Requests for Information, conducting weekly contractors’ progress meetings, contract change management and negotiation, reviewing contractors’ monthly invoices and schedules, managing project quality assurance/quality control, and administering the disadvantaged business enterprise program. The Allen Group also provided a full range of community relations and public participation services.
