Caltrain undertook an expansive capital improvement program involving multiple rail modernization projects that ranged from construction of new track, station, and maintenance facilities to enhancements of right-of-way, roadway crossings, electrification, and operational capacity.
Services Provided: The Allen Group supported projects as needed with disadvantaged business enterprise (DBE) labor and contract compliance. Responsibilities included: verifying prevailing wage records and monitoring DBE assignments; attending weekly meetings to ascertain assignment of DBE work in keeping with contract; monthly status reporting on DBE activities; on-site inspections of DBE performance; interviewing and monitoring DBE crafts; maintaining/reviewing weekly submittals of certified payrolls; and desk audits to verify that certified payrolls reflected the labor codes.
