This project involved extending the Muni light rail system 5.4 miles, with 18 new stations and a new rail vehicle maintenance facility. The project was structured to improve service as well as to generate economic opportunities for small, local, and disadvantaged business enterprises (DBEs).

Services Provided: The Allen Group provided DBE and labor compliance services to monitor work progress and subcontractor compliance; identify and address issues with SFMTA staff, prime contractors and subcontractors; conduct job inspections and monitor training and classification; and document field data and generate compliance reports. The Allen Group also helped to design and implement a highly successful jobs program that placed Third Street corridor residents in project management and field construction support positions, creating more than 560 jobs.
