
BART Hayward Maintenance Complex – Phase 1
The new Hayward Maintenance Complex (HMC) Project – Phase 1 involved improvements to properties on the existing Hayward Yard, as well as the construction of additional storage tracks for a maximum of 250 vehicles on undeveloped property adjacent to the yard. The overall effort was comprised of five discrete projects located within a 29-acre site, including: 1) warehouse demolition; 2) access road construction; 3) civil sitework, trackwork, and systems modifications; 4) construction of a new 129,400-square-foot Component Repair Shop, and renovation of the existing 120,000-square-foot Hayward Main Shop; 5) construction of new 120,000-square-foot Central Warehouse Pre-Engineered Metal Building.
Services Provided: The Allen Group worked closely with BART management staff and stakeholders to provide a full range of construction management services, including: contract administration; document control; preparing, negotiating, and processing change orders; processing Requests for Information and submittals; processing pay applications; overseeing quality assurance; reviewing and analyzing schedules and project costs; cost estimating for changes; coordinating with BART departments and facility end users; coordinating construction access to the right-of-way and operating envelope; coordinating with designers to resolve issues; supporting small business contractors to resolve contract issues; labor compliance; community relations; and project activation, commissioning, and closeout.
