The RE provides leadership, strategy, administration, and supervision of all project construction activities and construction management staff on the project, which may include Assistant Resident Engineers, Administrators (document control, project administration), Project Controls, Inspectors, and other specialists. The RE also interfaces with the client project management staff and other key stakeholders to ensure effective coordination and flow of information to responsible parties and decision makers. |
The RE is expected to utilize critical thinking, judgment, and experience to define, analyze, and resolve project problems and issues; and to accomplish project goals on time, within budget, and to applicable quality standards. This position requires work to be done in person and on site. |
- Serve as the Owner Representative. Responsible for administering and monitoring the contract until final project closeout is complete
- Directly responsible for overall construction project management to include, construction permitting, utilities, traffic, planning, organizing, monitoring and directing of all construction work activities and resources necessary to complete project within budget, scope, schedule, and quality requirements
- Routinely interact and coordinate with numerous outside agencies and internal departments
- Coordinate pre-construction planning, including preforming constructability reviews of contract documents, development of construction schedules, QA/QC plans, and submittal schedules

- Prepare construction team staffing plans, develop budgets, monitor staffing and budget utilization to ensure effective use of resources
- Assist in monthly preparation of invoices and prepare monthly contract status reports
- Develop organization chart for construction management team, establish roles and responsibilities for each position, and manage team performance
- Develop and maintain accurate, detailed, and up-to-date project records, including progress reports and monthly project reports, correspondence, proposals, reports, and other construction documents
- Review and comment on project schedules
- Review and comment on projected actual cost vs. budget
- Review and process Submittals and Requests for Information
- Review, approve and process monthly contractor pay applications
- Negotiate and settle change orders and claims
- Manage closeout and turnover of projects
