Project Description: The Crenshaw/LAX Transit project is an extremely complex $2.1B, 8.5-mile design-build project. The scope includes a double-track guide way light rail line that extends between the existing Metro Green Line near Los Angeles International Airport (LAX) and the Exposition Line at the Crenshaw/Exposition intersection.

The route passes through residential neighborhoods, crosses an interstate highway, and impacts major roadways. There are eight stations and a mixture of at-grade, street running, aerial and underground sections.

The Crenshaw/LAX Transit Project includes the P3010 Light Rail Vehicle Procurement Project: Oversight for LACMTA’s $1 billion procurement of 235 light rail vehicles for revenue service on the Expo, Gold, Blue, and Green Lines. PMOC site visited manufacturing facility to review for Buy America compliance.

Services Provided: The PMOP JV has oversight responsibilities and represents the FTA in that capacity, including:

  • Ensuring the project follows the grant agreement terms and conditions
  • Conducting quarterly meetings
  • Communicating with the project team to gain insight into the current project status and reporting findings
  • Developing Implementation Plans and fulfilling Operating Procedure (OP) requirements
