SFO Harvey Milk Terminal 1 Redevelopment Program
San Francisco International Airport (SFO) redeveloped Terminal 1 (T1), one of its oldest terminals, to meet the needs of modern travelers and revolutionize the guest experience. The 10-year program involved multiple complex projects that replaced existing facilities with a new terminal building, concourse, and apron, adding 1.13 million square feet to the T1 footprint. Work included make-ready projects to relocate tenants and clear structures in the Southfield area to realign taxiways. This allowed for the expansion of T1 as well as development of new gates, a secure connector between Boarding Area B and the International Terminal Building, new passenger loading bridges and concessions, a new central area with improved spaces for passenger check-in, a consolidated security checkpoint, a new baggage handling system, and a new mezzanine with connections to AirTrain and the central parking garage. Throughout the program, the terminal and gates remained in service for passengers and airlines.
Services Provided: The Allen Group provided a range of program management services to support SFO’s project management staff in orchestrating the many stakeholders involved and in meeting the challenges of working efficiently and safely in an intense operating environment, creating facilities that enhance customer convenience, providing increased operational capacity to support future needs, and meeting stringent sustainability goals. Responsibilities included program management oversight and coordination of program schedule and cost control, document control, sustainability management, construction management, oversight of the stakeholder engagement process, contract administration, commissioning, and activation.
